Rome
Rome was the imperial capital toward which the narrative of Acts ultimately moves. Paul appealed to Caesar as a Roman citizen and was taken to Rome as a prisoner, where Acts ends with him proclaiming the kingdom of God under guarded conditions. Paul's letter to the Romans addresses believers already living in the city.
Biblical and historical context
For New Testament readers, Rome represents both a real first-century metropolis and the political center of the empire in which the early Christian mission expanded. The biblical texts should be distinguished from later traditions about particular apostles, buildings or martyrdom sites that are not described directly in Scripture.
